This is fitting new "rubbers" to the soles and heels, the old rubbers are removed, the soles sanded smooth and new "rubbers" glued and stapled in place, the "rubbers" I use are cut from 6mm thick material with good resistance to wear.
Where possible, I use staples rather than tacks as they hold as well if not better, and they are fired into the sole at high speed cutting the wood fibers rather than pushing them aside as tacks do, Staples greatly reduces the risk of splitting the sole, As the heads of the staples wear away you might think that the "legs" of the staples lose their grip, in fact they become slightly riveted over giving them a very good grip of the "rubber".
